Strategies for Ensuring Fuel Reliability & Compliance
This virtual training course comprising 2 live instructor-led sessions, focuses on managing VLSFO and ULSMGO, its usage and handling, examining problems that vessels have encountered, offering lessons to be learnt and the most practical mitigating measures for potential risks. It will also look at understanding fuel analysis and examine critical test parameters that matter the most. A special session on 2030 IMO greenhouse gas emissions will look at its impact on the shipping industry in terms of improving fuel efficiency through ship design and adoption of less pollutive fuels such as LNG/LPG or alternative fuels such as hydrogen, ammonia and biofuels.
Efficient fuel management and safe fuel handling are critical and important to ensure fuel reliability & compliance under IMO’s 2020 sulphur regulations. Significant growth in the use of distillate and non-distillate compliant fuels recently, has brought to fore potential risks in the use of these fuels related to cold-flow properties, stability, contamination, cat-fines, lubricity, viscosity, density, ignition, combustion quality & more. Attend this course to examine the critical risks and develop management strategies to address these problem areas.

William Tan has had more than 23 years in the marine industry. Trained in Environmental Engineering with a Masters’ Degree in International Business, he worked with DNV Petroleum Services from 1994 to 1999, marketing fuel testing and bunker services to the Japanese, Korean and South East Asian Market; he founded Marine Fuel Consultants International Pte Ltd in the year 2000 with partners, providing services of fuel quality management and claims handling; in 2002, he joined Miyabi Industries Pte Ltd as Vice-President and its Principal Consultant. The company is an Engineering and Consultancy firm specializing in fuel, lubricants, risk assessments, loss control and claims recovery to the bunkering and shipping community. He was also the program leader and course lecturer for the largely successful Bunkering Disputes courses since 2002 (3 separate editions) with more than 600 participants to date, as well several other titles including Bunker Operations, Ship Safety, Pollution & Low Sulphur Usage, Understanding Bunker Measurement and Practical Approaches to Managing 2020 Bunker Fuels.
William is well known within the bunkering industry from Europe, to Middle East, to Asia. His expertise is much sought after by the industry as an expert witness, technical consultant, mediator and arbitrator on bunker dispute cases.

In 2019 the global shipping fleet used about 4 million barrels a day of high sulphur bunker fuel. In 2020 with the new sulphur cap regulations, a substantial amount of this has been replaced by marine diesel (also known as marine gasoil). The marine diesel market is quite different from that for bunker fuel. It is intricately linked to the international market for diesel and other middle distillates and is therefore influenced by different marketing drivers. Both the absolute price and the price volatility of diesel are higher than for heavy fuel oil but there are well-tested techniques to help manage the risks involved.
This 2-day workshop provides delegates with an introduction to oil trading, particularly the very large international middle distillate market, and the concept of managing the new price risks using futures and swaps.

The 12th Fujairah Bunkering & Fuel Oil Forum 2021, hosted by the Government of Fujairah & Port of Fujairah, and supported by the Fujairah Oil Industry Zone (FOIZ), will be held as a virtual event from 23 – 24 March 2021.
