Conference Connection is pleased to announce the inaugural Ceylon International Petroleum and Gas Conference (CIPC 2018), as part of its series of global flagship events focusing on the oil and gas industry. To be held in Colombo on 27 – 28 November, CIPC 2018 will be a key platform for knowledge sharing and market intelligence, with leading players from the regional and global oil markets to explore the potential of Sri Lanka as strategic player, with its evolving domestic market and investment climate, trade linkages and commercial relationships with the greater South Asian and Middle East region. The CIPC 2018 theme will focus on the energy mix, commercial opportunities, new and developing facilities oil, gas, refined products and oil storage supply chain and hinterlands.

Held with the support of Ceylon Petroleum Corporation, CIPC 2018 is expected to be attended by a wide international audience with strong industry support from major industry players and stakeholders in oil trading, storage, refining/blending, fuel oil, bitumen, Gas/LNG, bunkering port authorities, major shipping lines, shipowners and the supply and services sector from both the East and West of Suez Zones including the South Asian
region, the Middle East, ASEAN and key European destinations.

Dr. Jeff Brown, as President, leads FGE’s oil and gas consulting teams. He is based at our Asian headquarters in Singapore, working closely with FGE consultants in Europe, the Middle East, and North America.

Jeff re-joined FGE from JP Morgan where he was Executive Director, Global Commodities Research/Strategy, working closely with clients globally. He was a regularly featured speaker at JP Morgan events and published widely on energy markets. Aside from his previous management roles with FGE, Jeff also served as Senior Oil Analyst at the International Energy Agency in Paris, where he was co-author of the monthly Oil Market Report. During this time, he developed the IEA’s short- to mid-term oil demand forecasting framework and led research examining oil/gas interfuel substitution. Before the IEA, he was a Research Fellow at the East-West Center in Honolulu where his primary emphasis was LNG Markets East of Suez. Jeff has a Ph.D. in Economics.

Dr. Brown is the author of many articles in industry, economic, and policy journals and widely cited as an energy expert, including interviews with The Wall Street Journal and the New York Times and appearances on news channels such as CNBC and Bloomberg. He delivers numerous speeches and conducts specialized briefings around the world each year. He also regularly leads commercial advisory services and projects focusing on downstream oil and LNG.

William Tan is a trained Environmental/Public Engineer and has a Masters Degree in International Business. Beginning his career as a Project Engineer for a waste treatment company, he progressed to Senior Sales Executive in the Specialty Chemicals Division of a multinational company.

In 1994, he joined DNV Petroleum Services, first as Senior Sales Executive and then as Assistant Sales Manager, marketing their Fuel Quality Testing Programs to Japan, Korea, Indonesia and Philippines. During these years, he conducted numerous seminars for the Korean and Japanese shipping community on bunkering matters. William founded Marine Fuel Consultants International Pte Ltd in the year 2000 with a group of marine engineers, fuel consultants and claim specialists, providing services of fuel quality management and claims handling.

William's key expertise lies in the areas of quality and product specification; test parameters and methods; sampling and sample collection procedures; blending calculation and loading procedures; the handling and usage of marine fuels, loss mitigation and loss control management and documentation. From November 2002, William Tan joined Miyabi Industries Pte Ltd as the Vice President. Miyabi Industries Pte Ltd is an Engineering and Consultancy firm specialising in fuel, lubricants and refining processes. The company's services have been actively sought after by the industry which includes handling of claims to recovery of loses and technical advice.
