The Forum provided an effective platform for a meeting of minds, examining the impact of trends in the US, Iran, Saudi Arabia & Russia on oil prices, challenges of the natural gas liquids industry due to recent Iranian sanctions, and future possibilities given the tightening condensate & naphtha supply and consumption trends, with greater volumes of condensates flowing from West to East and splitters in Asia switching to heavy fullrange naphtha.

Forum Sessions

Sessions saw lively debate and discussions on the latest developments in the industry including the impact of geopolitical dynamics on condensate & naphtha markets, where additional supplies will come from, where demand will come from and how the close relationship between condensate, naphtha and LPG are affected by these dynamics.


IMO 2020 Sulpur Cap Regulations

The November 9th session on Shipping Issues & IMO Sulphur Cap Regulations featured a special focus on the impending regulatory reduction of sulphur emissions to 0.5% in 2020, its implications on the shipping and refining industries and in particular, its impact on condensate and naphtha markets. Presented by Geir Mjelde of SKS, Norway, & Thomas Olney of FGE Singapore, the session examined compliance options being considered by the shipping community, as well as the possible impacts on refined products and how refineries will respond based on the level of bunker demand for distillates as compared to HSFO. Light heavy spreads which are expected to widen in 2020, will cause sweet & lighter crudes to attract premiums and a strong distillate complex will incentivise refiners to shift yields away from gasoline. Weak demand for naphtha & gasoline may then weigh on pricing for condensate.

Condensate 2018 witnessed an attendance of 120 participants from 20 countries, topped by Korea, Thailand, Malaysia, Australia, Singapore, Korea, Malaysia, Qatar & Singapore, with the largest contingents from Singapore and Korea. The Forum attracted NOCs, condensate producers, buyers, sellers, traders, refineries & other downstream companies, chemical/petrochemical & feedstock companies, shippers and consultants. Dr. Fereidun Fesharaki is the Founder and Chairman of FGE. His work is well-recognized worldwide for pioneering oil and gas market analysis and studies of the Asia Pacific/Middle East energy markets since the early 1980s.

Dr. Fesharaki received his Ph.D. in Economics from the University of Surrey in England and then completed a Visiting Fellowship at Harvard University’s Center for Middle Eastern Studies. Joined the East-West Center in 1979 and was a Senior Fellow leading energy-related research till end 2013.

In 1989, Dr. Fesharaki was elected a member of the Council on Foreign Relations in New York. Since 1991, a member of the International Advisory Board of JX Holdings (and its predecessor companies)—Japan’s largest oil company. Dr. Fesharaki was the 1993 President of the International Association for Energy Economics (IAEE).

In 1995, elected a Senior Fellow of the US Association for Energy Economics for distinguished services in the field of energy economics. In 2002, appointed a Senior Associate of the Center for Strategic and International Studies in Washington, D.C. In 2008, Dr. Fesharaki was appointed to the National Petroleum Council by then US Secretary of Energy and re-appointed by Secretary Moniz in April 2016. Received the Outstanding Contributions to the IAEE Award in 2012. He was a member of the Advisory Board of VOPAK LNG from 2013 to 2015. In 2014, he was appointed as Honorary Advisor by CNPC Research Institute of Economics and Technologies in Beijing. Dr. Fesharaki is the recipient of the 2016 Adelman-Frankel Award from the US Association for Energy Economics (USAEE) for his unique and innovative contribution to the field of energy economics. In March 2017, Chicago Mercantile Exchange (CME) appointed him as a Director of the Dubai Mercantile Exchange Limited (DME). Since 2009, he has been a member of the DME Board of Directors.

Dr. Jeff Brown, as President, leads FGE’s oil and gas consulting teams. He is based at our Asian headquarters in Singapore, working closely with FGE consultants in Europe, the Middle East, and North America.

Jeff re-joined FGE from JP Morgan where he was Executive Director, Global Commodities Research/Strategy, working closely with clients globally. He was a regularly featured speaker at JP Morgan events and published widely on energy markets. Aside from his previous management roles with FGE, Jeff also served as Senior Oil Analyst at the International Energy Agency in Paris, where he was co-author of the monthly Oil Market Report. During this time, he developed the IEA’s short- to mid-term oil demand forecasting framework and led research examining oil/gas interfuel substitution. Before the IEA, he was a Research Fellow at the East-West Center in Honolulu where his primary emphasis was LNG Markets East of Suez. Jeff has a Ph.D. in Economics.

Dr. Brown is the author of many articles in industry, economic, and policy journals and widely cited as an energy expert, including interviews with The Wall Street Journal and the New York Times and appearances on news channels such as CNBC and Bloomberg. He delivers numerous speeches and conducts specialized briefings around the world each year. He also regularly leads commercial advisory services and projects focusing on downstream oil and LNG.

At FGE, Thomas leads coverage of the upcoming IMO sulphur specification change, providing key insights and analysis across the refining, trading and shipping sectors.
Both upstream, midstream and downstream project work; focus on liquid bulk port economics, freight economics studies, pipeline economics, offshore drilling activity, shipping outlook as well as broader feasibility/due diligence work.

Thomas has an M.Sc. in Management from Imperial College London, a BA in History, Spanish & Portuguese from the University of Nottingham, and also attended the International Management Programme at Fundacao Getúlio Vargas EAE-SP in Sao Paulo.

Prior to FGE Thomas worked as an equity analyst at the Private Bank, Kleinwort Benson, focusing on the UK Oil & Gas Sector.
