Sh. Mohamed bin Khalifa bin Ahmed Al-Khalifa graduated with honors from the King Fahd University of Petroleum and Minerals with a B.Sc. degree. He completed his higher education in the United Kingdom with a Masters Degree from the University of Cambridge and an Advanced Masters from the Imperial College of Science. He also holds an MBA from DePaul University, Kellstadt Graduate School of Business.
He joined the Ministry of Finance, Kingdom of Bahrain in the year 1999 where he became Director of Government Shareholdings in 2005. During his tenure at the Ministry he worked on the privatization of key projects including the privatization of Power Plants, Seef properties IPO and Muharraq STP. He is a former Board member of The Bahrain National Gas Expansion Co., Lulu Tourism Co.
He was appointed as the Chief Executive of ‘The Oil & Gas Holding Company’ in 2011. He is currently Chairman of the ‘National Oil & Gas Authority’, ‘The Oil & Gas Holding Company’, ‘Tatweer Petroleum Company’ and is a board member of ‘Central Bank of Bahrain’.
Under the Royal Decree No. 45 for the year 2016, issued by His Majesty King Hamad bin Isa Al Khalifa, King of Bahrain, on 3rd June 2016, Sh. Mohamed bin Khalifa bin Ahmed Al Khalifa was appointed as Minister of Oil and was re-appointed on December 4, 2018 under the Royal Decree No. 61.

H.E. Mohammed Hamad Al Rumhy is presently the Minister of Oil and Gas, Sultanate of Oman.
He graduated from Imperial College, London in 1980 and he was awarded B.SC. from Tulsa University, Oklahoma, USA from 1982-1983 with a M.S. From 1986-1990 he studied at Imperial College, London, with a PH.D. Furthermore, H.E. Al Rumhy holds Awards from Grand Cordon of the Order of the Rising Sun (By Emperor of Japan).
H.E. Al-Rumhy has also worked for P.D.O.- (Petroleum Development Oman) from 1980-1986 as a Petroleum Engineer. From 1990-1997 H.E. worked for Sultan Qaboos University, Oman College of Engineering as Asst. Professor. He held a number of academic positions.
Since December 1997 he became the Minister of Oil and Gas. He is the Chairman of Petroleum Development Oman (PDO) Board of Directors, (OQ), Oman Liquefied Natural Gas LLC (Oman LNG) and Oman Oil Refineries and Petroleum Industries Company (ORPIC). He is also the Chairman of Telecommunication Regulatory Authority (TRA) and NTF Board of Directors (National Training Fund).
Dr. Fereidun Fesharaki is the Founder and Chairman of FGE. His work is well-recognized worldwide for pioneering oil and gas market analysis and studies of the Asia Pacific/Middle East energy markets since the early 1980s.
Dr. Fesharaki received his Ph.D. in Economics from the University of Surrey in England and then completed a Visiting Fellowship at Harvard University’s Center for Middle Eastern Studies. Joined the East-West Center in 1979 and was a Senior Fellow leading energy-related research till end 2013.
In 1989, Dr. Fesharaki was elected a member of the Council on Foreign Relations in New York. Since 1991, a member of the International Advisory Board of JX Holdings (and its predecessor companies)—Japan’s largest oil company. Dr. Fesharaki was the 1993 President of the International Association for Energy Economics (IAEE).
In 1995, elected a Senior Fellow of the US Association for Energy Economics for distinguished services in the field of energy economics. In 2002, appointed a Senior Associate of the Center for Strategic and International Studies in Washington, D.C. In 2008, Dr. Fesharaki was appointed to the National Petroleum Council by then US Secretary of Energy and re-appointed by Secretary Moniz in April 2016. Received the Outstanding Contributions to the IAEE Award in 2012. He was a member of the Advisory Board of VOPAK LNG from 2013 to 2015. In 2014, he was appointed as Honorary Advisor by CNPC Research Institute of Economics and Technologies in Beijing. Dr. Fesharaki is the recipient of the 2016 Adelman-Frankel Award from the US Association for Energy Economics (USAEE) for his unique and innovative contribution to the field of energy economics. In March 2017, Chicago Mercantile Exchange (CME) appointed him as a Director of the Dubai Mercantile Exchange Limited (DME). Since 2009, he has been a member of the DME Board of Directors.

Ebrahim Talib is the Deputy Chief Executive for Bapco, the national oil Company of Bahrain.
Ebrahim is a Chemical Engineer who, over a span of his 30-year career, has had the privilege of working in The Bahrain Petroleum Company (BAPCO) in a number of positions that span from process engineering, operations, projects, refining operations, oil storage and export, power & utilities, process improvement, maintenance and marketing initiatives. His current responsibilities include the whole supply chain from the receipt of oil and gas, refining, storage & export, maintenance and engineering support functions, major initiatives and projects that continue to energise the Kingdom of Bahrain and the Bahrain Refinery in a world class league.
He is also the Chairman of Bapco Environment, Health and Safety Committee and a member of the Executive Strategic Planning Council. Ebrahim is also a member
of the Board of Directors of the Bahrain Lube Base Oil Company and the Gulf Downstream Association. He believes passionately in the old adage that “it is only
people and not hardware that make or break companies”.

Hashem Al Refaei is Advisor of Marketing Supply & Trading Directorate in ADNOC with over 37 years’ experience in the oil and gas industry, Mr. Al Refaei has previously held a number of roles within ADNOC, including: Manager of the Marketing Strategy & Performance Unit, Manager of the Marketing Research & Business Support Division; Supply Manager of the Refined Products Division; Supply Head of the Crude Oil Sales Division; and, Supply Head of the Supply & Logistics Division. Mr. Al Refaei holds the position of board observer for a number of ADNOC operating companies, and is a member of the ADNOC tender board committee. He holds a Bachelor’s Degree in Economics from Alexandria University, Egypt.

John Roper is an Oil and Gas Executive with 33 years’ experience in the energy industry with a strong management and technical background. He has spent the last 25 years in Regional Company Management and Business Development where has held a number of senior positions in the International Upstream, LNG and Trading businesses. John is currently the CEO Middle East for Uniper Global Commodities SE where he is responsible for supporting the development of Uniper’s commodities Portfolio in the Middle East. He provides a focus for Uniper’s corporate activities in the region. He has lived in Syria, Iran, Turkmenistan, Qatar and the UAE.
John has also served as a Non-Executive Director, Chairman of the Remuneration Committee and Member of the Audit and Risk Committees of a private Oil and Gas company in the UK and has served as a member of the Board of Directors of other offshore companies in the Middle East, North Africa and the Caspian.
John continues to manage the Petroleum Club of Dubai in the role of Chairman. The Club encourages the networking of senior Energy Executives throughout the Arabian Gulf and internationally through affiliations with other Business and Petroleum Clubs.

Dave Ernsberger is Global Head of Energy Pricing and Co-Head of Content for S&P Global Platts. Based in London, Dave took on overall responsibility for Platts pricing across oil, freight, generating fuels and petrochemicals in November 2016, and is a member of the Platts Executive Committee. Dave has been with Platts for more than 20 years, and in that time has worked in London, Singapore and Houston, variously as head of oil content, editorial director for Asia, and in a variety of roles covering metals, natural gas and electricity markets.

In January 2017 Alan Haywood was appointed Chief Executive Officer of BP’s global energy trading business.
He serves on a number of Group company boards.
Global energy trading is the commercial face of BP, working in close collaboration with the Group’s Upstream and Downstream businesses, enhancing BP’s value through the application of distinctive supply, trading, risk management and information technology skills – underpinned by a world-class control infrastructure.
Alan joined BP in London in 1988 and has held a wide variety of leadership roles in the Trading business in Europe and the US over more than 25 years. He has also worked in Merrill Lynch and Bankers Trust in 1992-1997, trading oil and precious metal financial derivatives.
After being Head of the Group CFO’s Executive Office in 2005-7, Alan became Head of Supply and Trading for BP’s European Oil business, managing trading and supply for Oil as well as global currency trading and interest rate management.
In April 2010, he was appointed Chief Operating Officer Global Gas. In this role, he was responsible for sales of all gas produced by BP and for procuring all gas for BP’s marketing businesses, including LNG.
From 2011-14, Alan was President of Downstream Gas and Head of Commercial Development, with responsibility for the monetisation of gas and the development of strategy and long-term commercial ventures across the supply and trading portfolio.
In November 2014, Alan Haywood took the role of Group Treasurer for BP plc. He was responsible for the central financing of the BP Group, providing liquidity to its businesses and optimising value through the management of financial risks at the group level.
Alan holds a degree in Modern History from the University of Oxford.

Thomas Waymel, born in 1968, is a graduate of France’s Ecole Polytechnic and Ecole Nationale Superieure de Petrole et des Moteurs (ENSPM) engineering schools and the University of Pennsylvania in Philadelphia.
He joined Total’s Refining business in Paris in 1993.
In 1995, he became a crude oil trader in Geneva, subsequently moving to Houston in the same capacity in 2002.
In 2003, he was appointed General Manager, Americas Coordination, a position based in Houston.
In 2006, he was named General Manager, West Africa Coordination, a position based in Geneva.
In 2007, he moved to Total Refining & Marketing in Paris as Manager, Resource, Market & Contract Balances.
He was appointed Vice President, Crude Oil Trading in 2011, a position based in Geneva.
Since December 2014, Thomas Waymel is President of Total Trading & Shipping Diviison. He is also a member of Total Management Committee.

Ed Morse built the Commodities Research team at Citi, which he has headed since 2011, having previously built similar groups both at Lehman Brothers and Credit Suisse, covering the full panoply of financially traded commodities. Carrie Eppelheimer serves as Vice President of Strategy and Marketing for Honeywell’s UOP, a global leader in the supply of process technology, catalysts, engineered systems, and technical and engineering services to the refining, petrochemical, chemical, and gas processing and hydrogen industries. UOP has been creating world-class innovative solutions for its customers for over 100 years. Khalid has more than 30 years’ experience in the oil industry in Bahrain, in various roles from process optimization engineer through management of the refinery crude and feedstock plans to meet market demand, identifying and pursuing new business investments, and managing customer interfaces and sales logistics.
He received a Silver Excellence Award for successful leadership of the 3-year Supply Chain Planning project following the merger of Bapco and the Bahrain National Oil Company (Banoco) in 1999. Harry Tchilinguirian is Head of Commodity Research and Senior Oil Market Economist with BNP Paribas’ Markets 360 Group in London. His area of coverage includes short term oil markets. Harry joined BNP Paribas in August of 2006 from the International Energy Agency (IEA) in Paris, France where he worked for 6 years in the Oil Markets and Industry Division.
As Senior Oil Market Analyst, he was a contributor to the IEA’s benchmark monthly Oil Market Report where he covered prices, refinery activity, oil inventories and statistics and maintained and developed the division’s extensive contacts with industry and governments alike.
Harry’s responsibilities at the IEA also included regular presentations to the various IEA government committees and the office of the Executive Director as well as market analysis in support of Agency’s assessment of potential use of strategic stocks in emergency situations. He also represented the IEA at various international forums, conferences and workshops. Mehdi holds Masters in Economics and Business Administration from Paris and Oxford University. He started his career with KPMG in the first half of the nineties where he got acquainted with the rigour of economic analysis and the art of interpreting accounts. He then joined Shell in London at the turn of the century and focused on Gas and LNG business development in Levant before moving to Egypt to grow Shell’s CNG and LDC footprint.
In 2004 he was appointed as the Shell shareholder representative in Oman LNG out of the Dubai office and in 2008 was appointed as the general manager of LNG Supply and Trading business for the Middle East, North Africa and South Asia.
In December 2010, Mehdi was appointed GM LNG Origination and Business Development for the West Region covering the Middle East, South Asia, Europe, Africa and South America and in October 2016, Mehdi moved to Singapore as the GM for the East of Suez region.

Patrick Dugas, Vice President LNG Trading in TOTAL Gas & Power Limited (TGP), is based in Geneva and is currently managing the worldwide Trading LNG Portfolio of TOTAL with the offices of Geneva, Singapore and Houston.
This covers different aspects of the LNG portfolio management, including but not limited to the spot physical trading, the financial trading, the optimisation of the flows of the portfolio long term contracts (Supply and Purchase Agreements) and the Risk Management of the price exposure.
He is also working in coordination with the LNG Shipping division, LNG Operations and the Business Development of the global LNG activities of TOTAL.
He has been involved in LNG industry for more than 15 years with past experience in power, emission & natural gas trading.
He also previously run the West African Trading desk of TOTAL Trading SA in Geneva dealing with refined products as LPG, kerosene, gasoline, gasoil, fuel and bitumen.
He has over 20 years of global experience in the energy industry with a particular focus on Risk Management.

Dr. Jeff Brown, as President, leads FGE’s oil and gas consulting teams. He is based at our Asian headquarters in Singapore, working closely with FGE consultants in Europe, the Middle East, and North America.
In 2013, Jeff rejoined FGE from JP Morgan where he was Executive Director, Global Commodities Research/Strategy. He was a regular featured speaker at JP Morgan events and published widely on energy markets. Aside from his previous management roles with FGE, Jeff also served as Senior Oil Analyst at the International Energy Agency in Paris, where he was co-author of the highly regarded monthly Oil Market Report. During this time, he developed the IEA’s short- to mid-term oil demand forecasting framework and led research examining oil/gas interfuel substitution. Before the IEA, he was a Research Fellow at the East-West Center in Honolulu where his primary emphasis was LNG Markets East of Suez.

Dr. Andrew Walker is the Vice President for LNG Strategy and Communication for Cheniere.
He is located in London and is responsible for the LNG Strategy and Market Outlook of Cheniere, reporting into the Chief Commercial Officer.
Until October 2015 he was Vice President for Global LNG - and prior to that Head of LNG Strategy - at BG Group where he worked for over 20 years before joining Cheniere.
During his career in LNG he has been located in Singapore, Egypt, the USA and UK and has worked on numerous LNG projects including Atlantic LNG in Trinidad and Tobago, Egyptian LNG, and Dragon LNG in the UK.
Dr. Walker has a Doctorate in Geology from Imperial College, University of London.

Mr. Rashid Al Mazrouei has been the Vice President for Strategy & Corporate Development at ADNOC LNG since January 2019. During his 20-year career in the ADNOC (Abu Dhabi National Oil Company) Group, Mr Almazrouei has held a number of management and commercial positions. Most recently he was ADNOC LNG's Marketing Manager, looking after marketing, sales, and business development of its LNG Production. He started his career with ADNOC LNG Marketing in 2000 carrying out several roles in research, sales, and as head of the ADNOC LNG Tokyo Office for eight years.
Mr. Almazrouei serves as the ADNOC LNG BAC (Board Advisory Committee) Secretary, an ADNOC LNG Management Team Member.
Prior to joining ADNOC, Mr. Almazrouei was an LNG Trader with Shell, responsible for developing and maintaining counterparty relationships with regional LNG players. He holds a degree in Business Administration (Marketing) from the American University in Dubai.

Abdulaziz Al-Attar joined Kuwait’s state-owned oil company KPC in 1992. He was assigned to KPC’s Singapore office in 1995. Abdulaziz joined KPC’s market research department in 1998. Abdulaziz was nominated by Kuwait to join OPEC as a Fiscal Policies Analyst (diplomatic status) for a five-year term in 2000. He rejoined the KPC market research department in 2005. He transferred to the US as the Head of KPC’s Houston office in November 2008. Abdulaziz relocated to KPC’s hear office in the crude oil department in 2014 before moving to the market research department. His studies include a Bachelor of Science in Petroleum Engineering from the University of Louisiana, a postgraduate diploma in petroleum exploration and production economics from the College of Petroleum and Energy, Oxford, UK and a Masters in petroleum policy from the University of Dundee, Scotland, UK. He has published a number of academic papers.

François Cazor is co-founder and CEO of Kpler, the leading provider of AI-based transparency solutions in commodity markets. After graduating as an engineer in Paris, François Cazor started his career in the banking sector (HSBC) as a fixed income trader. He later teamed up with Jean Maynier, a software engineer, to create Kpler, which quickly became a standard across the whole LNG industry. Shasha Fesharaki holds an MBA with an emphasis on International Business. He specializes in LNG marketing, and is responsible for providing buyers and sellers with sourcing and placement strategies for LNG and overseas gas consulting activities at FGE.
In addition, he specializes in the Korean market and LNG pricing. Shasha has spoken at a number of natural gas conferences as well as authored numerous reports and studies with respect to the Asia-Pacific LNG market. He also focuses on business development, specifically looking at new growth opportunities for FGE.

Fabio is the Co-Founder and CEO of Vortexa. Prior to Vortexa, Mr Kuhn was the Head of BP’s global front office technology programme and innovation group. Before joining BP, Mr Kuhn held various technology leadership roles at Uniper (formerly known as E.ON Energy Trading) in Dusseldorf, Germany. He was also a Quant Trader in a Statistical Arbitrage hedge fund based in San Francisco and worked at the NASA Ames Research Centre in Moffett Field, California.

Paul joined the Dubai Mercantile Exchange in 2013 as the Head of Energy Products, bringing his extensive knowledge and experience amassed from over 20 years working in energy markets. Prior to the DME Paul spent his career at S&P Global Platts and Dow Jones/Telerate, rising to a number of senior positions that included London, Dubai and Singapore. He has worked on the design and implementation of many energy benchmarks, including key oil prices such as Dated Brent and Dubai/Oman crude, plus European and Asian refined products. More recently, Paul has spearheaded the rollout of Middle East oil derivatives.
Managing Director of Middle East, FGE London
Dr. Iman Nasseri, as MD of Middle East, is in charge of FGE’s analysis and coverage of the Middle East. He covers both oil and gas, but is primarily focused on downstream oil. On the oil side, in addition to overseeing Middle East oil research, he works closely with the refining team and is involved with FGE’s Annual World Refining Outlook. On the gas side, Iman is mainly involved in adhoc/commercial LNG projects.
Iman received his PhD in Economics, focusing on energy economics, from the United States in 2013. He holds a Bachelor’s degree in Electrical Engineering and Master’s degree in Energy Systems Engineering.

Mike Wittner is Head of Oil Market Research for Intercontinental Exchange. Mike joined ICE in 2019. He leads a robust research effort to continuously analyze and anticipate changes in oil market structure and fundamentals. Mike and his team support oil sales and business development at ICE in creating new contracts and evolving existing contracts, in order to meet the hedging, trading, and investment needs of its customers around the world.
With more than 25 years of experience in oil market analysis and, before that, 8 years of experience in the geosciences, Mike has extensive knowledge of the global and regional crude oil and refined product markets, geopolitics, and non-fundamental oil market drivers.
From 2007-2019, Mike was the Global Head of Oil Research for Société Générale Corporate & Investment Banking, where he was a Managing Director. He was directly responsible for short-term and long-term global oil market analysis and forecasting. Mike was ranked in the top 4 for oil market research in 2009-2019, according to Risk and Energy Risk magazines, including 7 consecutive years at #1 in 2013-2019. Before that, he held a similar position at Crédit Agricole, as well as senior analytical roles at Koch Supply & Trading, the International Energy Agency, and PIRA Energy Group (now part of S&P Global Platts). Before getting his MBA, Mike worked as a geologist and project manager for an engineering firm and as an analyst at the Central Intelligence Agency.
